Hartford police investigate hit-and-run that left scooter driver dead

At the scene of the crash, police found Josue Colon, 39, of Dwight Street in New Britain in a parking area and an electric scooter nearby in a roadway. Colon was pronounced dead by ambulance personnel, police said.
